PREFACE

Welcome to The 12th International Conference on Emerging Challenges (ICECH2024). This conference is organized by International School - Vietnam National University Hanoi; Hanoi University of Science and Technology – School of Economics and Management; University of Economics and Business - Vietnam National University, Hanoi; National Economics University – Faculty of Business Management; The University of Danang – University of Economics; University of Economics Ho Chi Minh City; Foreign Trade University; University of Economics – Hue University; Viettel Academy, Viettel Group; University of Hertfordshire (UK); AVSE Global (France); PPM School of Management (Indonesia); EM Normandie Business School (France).

We are delighted with the number of papers received, in what has been a most difficult of. More than the quantity, however, we have attracted papers of a consistent high quality, which demonstrates the position of ICECH in its role as a space for advanced management research in dealing with topical and controversial issues of faced by Vietnamese enterprises.

The ICECH2024 Conference will focus on (but not limited to) Asia-Pacific nations. We welcome submissions in the following areas: Economics, Business Law, Management, Finance and Banking, Innovation and Technology, Accounting and Auditing. All the papers published in the Proceedings will make a significant contribution to emerging debates in the field of international business transformation to develop sustainable firms and economies.

We are delighted that the ICECH2024 brings together domestic, international researchers and practitioners in the field of management and economics to share their latest ideas, problems and solutions, especially in business transformation, green manufacturing and consumption to adapt new normal situation, and the like.

Cuốn “Các biện pháp ứng cứu tai nạn trong gia đình” được biên soạn nhằm trang bị cho người dân kiến thức và kỹ năng cần thiết để tự bảo vệ mình và hỗ trợ người khác khi xảy ra tai nạn, thương tích hay các tình huống khẩn cấp. Sách trình bày ngắn gọn, dễ hiểu những phương pháp phòng tránh nguy hiểm và sơ cứu cơ bản, giúp mỗi cá nhân và gia đình nâng cao ý thức an toàn, góp phần xây dựng một cộng đồng văn minh và ổn định. PREFACE

It is a great honor to present the proceedings of the 2nd International Conference on Marine Sustainable Development and Innovation (MSDI 2025), organized by Nha Trang University from July 25-27, 2025. MSDI 2025 provided a platform for the international exchange of new knowledge and achievements in the fields of Marine Sciences and Innovations. It also fostered collaborations among leading academic scientists, researchers, and scholars to exchange and share their experiences and research results on all aspects of Marine Sciences. The conference received the participation of over 280 attendees, including representatives from academic institutes, universities, and industries from 10 countries. The proceedings of MSDI 2025 has been published in the IOP Conference Series: Earth and Environmental Sciences (EES). The conference attracted 57 papers that were presented covering six main topics: (i) Marine Mechanical Engineering, (ii) Marine Aquacultural Engineering and Technology, (iii) Marine Product Engineering and Technology, (iv) Fishing Engineering and Technology, (v) Marine Innovations, and (vi) Special Topic. Alongside the excellent paper presentations, the conference featured four distinguished keynote speakers who have expertise in the conference's topics. We would like to thank the keynote speakers: Prof. Sang-Rai Cho from University of Ulsan; Prof. Trang Si Trung from Nha Trang University, Vietnam; Prof. Masakazu Okazaki from Niigata Institute of Technology, Japan; Dr. Huynh Van Vu from Nha Trang University, Vietnam. We extend our deepest appreciation to all the committees for their contributions to the success and smooth operation of the conference. We would also like to thank the authors for submitting their articles for inclusion in the IOP proceedings series EES 2025. We are confident that the MSDI 2025 proceedings will greatly benefit and contribute to the promotion of Marine Sustainable Development and Innovation.

Tần số cứu sinh – Nhịp thở đại dương là cuốn sách giúp bạn đọc khám phá vai trò đặc biệt của tần số vô tuyến điện trong công tác thông tin liên lạc trên biển, góp phần bảo đảm an toàn hàng hải và hỗ trợ tìm kiếm, cứu nạn. FJCAI 2026 không chỉ là một sự kiện công bố khoa học, mà còn là không gian kết nối giữa
nghiên cứu cơ bản và ứng dụng, giữa trường đại học – viện nghiên cứu – doanh nghiệp, và
giữa thế hệ chuyên gia đi trước với lực lượng nghiên cứu trẻ đang phát triển mạnh mẽ.

Trong bối cảnh thương mại điện tử trở thành một phần tất yếu của kinh doanh hiện đại, cuốn sách “Kỹ năng khai thác và ứng dụng sàn giao dịch điện tử” mang đến cho độc giả những kiến thức nền tảng và kỹ năng thực tiễn để vận hành hiệu quả trên các sàn giao dịch số. Sách giới thiệu quá trình hình thành – phát triển của thương mại điện tử, đồng thời hướng dẫn chi tiết cách lập kế hoạch, xây dựng kênh bán hàng, tối ưu nội dung và đánh giá hiệu quả hoạt động trên sàn.

Nội dung cuốn sách “Thực hiện chính sách phát triển đô thị thông minh ở Việt Nam: Nghiên cứu thực trạng và giải pháp tại thành phố Đà Nẵng” trình bày cơ sở lý luận, thực tiễn chính sách, định hướng, giải pháp phát triển đô thị thông minh ở Việt Nam và thành phố Đà Nẵng… Qua đó nhằm làm sáng tỏ những vấn đề lý luận và thực tiễn về tổ chức thực hiện chính sách phát triển đô thị thông minh, phân tích, đánh giá thực trạng triển khai tại Việt Nam, Đà Nẵng, những kết quả đạt được, hạn chế và đưa ra các giải pháp khả thi trong điều kiện Việt Nam hiện nay.

The global economy is going through a profound transformation. Rising geopolitical tensions, the reconfiguration of global supply chains, and technological disruption have reshaped the conditions under which nations pursue growth and cooperation. These developments highlight the timeliness and necessity of the Vietnam-Russia Economic Forum 2026, organized by the Faculty of Political Economy, VNU University of Economics and Business, as a platform for dialogue, reflection, and forward-looking policy engagement.

This volume is structured around five thematic chapters that collectively reflect the core agenda of the Forum. Chapter 1 examines the broader economic context and historical foundations of Vietnam-Russia cooperation, providing the foundation for understanding current developments. Chapter 2 focuses on science, technology, and innovation as central drivers of endogenous growth in the new era. Chapter 3 addresses trade, finance, and the evolving mechanisms of bilateral economic cooperation. Chapter 4 explores tourism, culture, and services as channels for deepening market linkages. Finally, Chapter 5 highlights digital transformation, modern governance, and sustainable development as key pillars for future collaboration. Together, these contributions offer a coherent perspective that aligns with the overarching theme of this year’s conference: advancing sustainable growth through science, technology, and innovation in a new global context. 

We would like to express our sincere appreciation to all contributing authors for their commitment to advancing knowledge on Vietnam-Russia relations. We are equally grateful to the reviewers for their constructive feedback, which have significantly improved the quality of this volume. We also extend our heartfelt thanks to the supporting institutions whose dedication and collaboration made this work possible.

Trong thời đại khoa học và công nghệ phát triển mạnh mẽ, việc ứng dụng máy móc hiện đại vào sản xuất là cần thiết để giảm sức lao động và nâng cao độ chính xác sản phẩm. Trong lĩnh vực chế tạo máy, các phương pháp cắt gọt kim loại như tiện và phay đóng vai trò quan trọng. Nhằm đáp ứng yêu cầu đào tạo nguồn nhân lực chất lượng, cuốn sách “Thực hành phay” được biên soạn với nội dung kết hợp giữa lý thuyết và thực hành, giúp học viên rèn luyện kỹ năng nghề nghiệp một cách hiệu quả.

Câu chuyện giúp trẻ hiểu EMC là khả năng giúp thiết bị điện tử không gây nhiễu nhau, khuyến khích chọn sản phẩm có chứng nhận EMC và giới thiệu vai trò của Cục Tần số trong giữ “không gian sóng sạch”.
